Worcester: Rough Sleeper deaths Safeguarding Review costs referred to Information Commissioner

The Cardon Banfield Foundation has today referred the matter of releasing the costings of the Safeguarding Thematic Review into the deaths of rough sleepers in Worcestershire to the Information Commissioner's Office. This referral names Worcestershire County Council and the Worcestershire Safeguarding Adults Board.


During the last few weeks there has been a sustained effort to get the receipt for the Thematic Review into the deaths of Cardon Banfiled, Remi Boczarski, Joby Sparrey and others unnamed in the Review.


When requested to release the information under Freedom of Information legislation (FOI), the Worcestershire Safeguarding Adults Board (WSAB) claimed they’re not a public body for the means of releasing information and therefore did not tell the Foundation anything substantial.


This week it was clarified that the WSAB is an “agent” of Worcestershire County Council (Local Authority) and receives financial support (taxpayers money) from them. The Foundation wants to establish what this relationship is, in regards to information law.
